2.                PROJECT OUTLINE

To establish a fully integrated set-up with several regions and a supporting communal solution the Living Laboratory will develop interoperable tools or services supporting several individual regional use cases. As mentioned, the agile approach is divided into three phases which will constitute decision moments based on in-depth research and insights.

  • 1: discover, define, design
  • 2: develop and integrate
  • 3: roll-out and first iterations

In this stage we focus on the first of the three phases. After a thorough inventory on the current status we will discover the desired outcome of the individual regional use cases in co-creation with local citizens and ecosystem players (governments (incl. national access points), transport operators, mobility providers). Secondly, we will define  minimal valuable tools or services that enable interoperability and the due changes going from the current to this desired state (an ‘ist-soll’ analysis). Thirdly we will design interoperable communal interfaces and help the other ecosystem players on the development needed to integrate. Throughout this process we will not only focus on the technical aspects but will deep dive into finding the common grounds for setting up regional and communal steppingstones for the regulatory aspects. This will be a bottom up process based on equality, reciprocity and fairness.

The tools and services should prove to be coexistent, open and interoperable with solutions already in place, supporting various:

  • sorts and types of mobility
  • account and ID based travel
  • means of identification (e.g. barcode, mobile, smartcard)
  • business propositions: pre- or post-paid, pay-as-you-go, subscription

 

 3.                RESPONSIBILITIES

The Strategy Lead is responsible for the definition and design (principles) of the functional developments of the Living Laboratory’s services; Defining the use cases for the Back-log and in cooperation with the project managers per member state plot it on the roadmaps for IT implementations of Mobility Providers and Transport Operators in the Benelux and Germany.

You will act as the key stakeholder for product development and will be ultimately responsible for conveying the vision and functional elements necessary to deliver the product strategy and goals.

You will need to define the branding, research, budgets and deadlines for the following phases of the Living Lab. Also you need to define project objectives by establishing project scope with leading team members

Studying strategic business drivers; discovering and validating business parameters; obtaining input from subject-matter experts; examining and recommending changes to current business practices; developing and writing proposals.

Provides status reports by collecting, analyzing, and summarizing data and trends. Participate in networking and communication activities around the Living Lab and attend workshops with other related networks.

The Strategy lead coördinates the discussion with the project managers per member state and the business stakeholders about the use cases for the Living Laboratory regions as described in the Project Plan and as project manager set them into action:

  • Being a sparring partner for the technical lead and the projectteam members;
  • Developing and implementing the work plan and roadmap;
  • Advising the team, target groups, stakeholders, etc.;
  • Analyze the use cases for the Living Laboratory regions as described in the Project Plan;
  • Monitor the work program(s) overall and per member state and coordinate actions, also towards other authorities;
  • Define the applicable software standards (MaaS Alliance, OASC, TOMP API, OSLO) that are available;
  • Monitoring progress in implementation;
  • Reporting and advising on regulatory issues;
  • Team structure: the Strategic lead/ project manager has a Technical Lead, a project secretary;
  • Quality assurance, a legal advisor, some substantive advisers, and the local project leaders have to be provided by the member states.

 

4.            MAIN TASKS

You will serve as the key stakeholder for product development and will be ultimately responsible for conveying the vision and functional elements necessary to deliver the product strategy and goals.

You need to pull together the branding, research, requirements, budgets, deadlines and everything else. Accomplishes Web project objectives by:

  • Strategically align the functional requirements from the member states;
  • Prioritize the use cases according to business value, ROI and national priorities;
  • He is the owner of the user stories;
  • He focuses on functionality.

 

5.            REQUIREMENTS

University/Higher Professional Education
3-8 years              Strategic advisory, preferably in mobility
3+ years               Project management experience
3+ years               Designing (open source based) solutions
5+ years               Co creating with high level stakeholders in any form
3+ years               Experience working in sensitive settings

Web Savvy, Project Management, Planning, Verbal Communication, Written Communication, Process Improvement, Analyzing Information, Reporting Skills, Problem Solving, Perspective.
Experience of Mobility Sector and Mobility as a Service is essential.
